Server announcements Empty Server announcements

I want to see more server announcements.
For example, if someone gets a rare drop: [Player Name] Just received dragon claws as a rare drop.
Also when a player gets a skill level to 99: [Player Name] Just acheived level 99 Attack.

This wil bring the player communication more active and there will be more competition
